William "Bill" Shackelford began his federal career in 1971 with the Federal Bureau of Investigation serving, nearly 35 years in various training, analytical and management positions including fingerprint identification, review and distribution of records relative to the assassination of President John F. Kennedy, training in the archival preservation of historical records and the management of litigations filed under the Freedom of Information and Privacy Acts before retiring in January, 2006.
A life member of NARFE, Bill is a member of Fairfax Chapter 737, having held Chapter positions including Service Officer, Newsletter Editor, Vice President and President. Within the Virginia Federation of Chapters, he has served Second Vice President, First Vice President And President. On the NARFE National level, he served at the 2012 National Convention, in Sparks, Nevada, as Chair of Timekeeper Committee, from March 2013 through April 2014 as Chair of 2013 National Bylaws Committee, from August 2013 through February 2014 as Co-Chair of "Future Of NARFE" Committee and at the 2014 in Orlando, Florida, as Chair of 2014 Bylaws Committee. At the 2014 NARFE National Convention, he was elected Region X Regional Vice President. Additionally, he is currently serving on the Board of Directors of NARFE Premier Federal Credit Union, a position he has held since 2012.
Bill graduated in 1971 from Northern Virginia Community College with an Associate Degree majoring Law Enforcement Science and in 1974 from American University with a Bachelor of Science Degree majoring in Judicial Administration.
Apart from his NARFE activities, he volunteers in his local community. He has served as President of the Brookside Homeowners’ Association (HOA) in Chantilly from 1984 through 1986 and as President of the Braddock Ridge in Centreville from 1987 through 1989. Over the years, he has been very active in various Youth Athletic Associations serving as Coach, Referee and Association Officer, as well as volunteering at Centreville High School (Fairfax County) as the Varsity Sports Public Address Announcer from 1988 through 2013. At the present time, Bill is volunteering with the Fairfax County Board of Supervisors serving on the Fairfax Area Commission on Aging as the Sully District Commissioner.
A native Northern Virginian, born in Arlington, raised in Fairfax, Bill currently lives in Centreville, Virginia with his wife Donna. Together, they have four children and five grandchildren.

William F. Martin began his federal career with the U.S. Postal Service as a letter carrier. He held a number of positions with increasing responsibility, including as resource planning and administration officer with the U.S. Postal Service Headquarters in Washington, DC, and manager, Operating Services Branch, Management Academy, Potomac, MD. In 2001, he received the GEICO National Public Service Award-Federal Retiree.
A life member of NARFE, Martin is a member of Louisa Chapter 2065, having served as membership chair, first vice president and president. Within the Virginia Federation, he has served as area VIII vice president, second vice president, first vice president and president. He also was on the Ballot & Teller Committee and the Bylaws Committee at NARFE National Conventions. At the 2010 NARFE National Convention in Grand Rapids, MI, he was elected Region X Regional Vice President.
A graduate of Fullerton College, Martin served in the U.S. Air Force and National Guard Units in Texas, California and Virginia.
Apart from his NARFE activities, Martin volunteers in his local community. He is planning commissioner for Jackson District, Louisa County; treasurer of Lake Anna Advisory Committee and Louisa County Crime Solvers, and director of the Lake Anna Civic Association. He previously was chair of the Louisa County Electoral Board; president, secretary and director of Lake Anna Rescue; and director of the Jefferson Area Board of Aging.
Martin’s hometown is Fort Worth, TX. He currently lives in Mineral, VA. He is a widower and has five children, seven grandchildren and seven great grandchildren.
